Features of the use of consignment notes

Letter The Ministry of Infrastructure reported that the consignor must issue a waybill (furtherfurther— TTN) to each consignee in the amount of at least four copies, at least two of which (the third and fourth) must be signed, and if necessary—certified by the consignee's seal.

Therefore, even when the cargo is delivered to 20–25 consignees by one vehicle in one trip, the consignor must issue a separate TTN for each of them. The use of one TTN for all consignees is unacceptable.

The Ministry of Infrastructure also emphasized the mandatory use of TTN when transporting goods within the framework of a sales contract.

Transportation of cargo (goods) from the consignor to the consignee cannot be classified as transportation for own needs (since the owner of the cargo changes, even at the final stage of the cargo transport process). Accordingly, such transportation, even if it is carried out by rented transport, must be properly executed with the mandatory execution of all legal documents (including using the TTN) with their mandatory certification by signature and, if necessary, seal (stamp) of the consignee.

Exclusion from the transport process of any of its participants, with subsequent avoidance of execution of the relevant legal documents (in particular, the TTN), leads to the emergence of a corruption component and contradicts the legislation of Ukraine.
