On March 31, Kyiv City Council Resolution No. 413/5225 of December 23, 2010, comes into force in the capital of Ukraine. According to this resolution, retail spaces in small architectural forms (SAFs) with an area of ​​no more than 40 square meters are not intended for the sale of excisable goods—alcoholic and low-alcohol beverages, beer (except non-alcoholic), table wines, and tobacco products—from 8:00 PM to 10:00 AM, reports the website of the newspaper "SEGODNYA."

If the rules are not followed by the owners of kiosks, stalls and other temporary retail structures, from March 31, the authorities will cancel all permits for the subject of trading activities for the placement of small architectural forms.

Also, the Kyiv Council in the same resolution banned the sale of beer (except for packaged in plastic containers), alcoholic and low-alcohol beverages, table wines and tobacco products in the capital during mass events in the territory where these events are held. This ban applies to absolutely all retail establishments.

For merchants, in this case, the best option would be to remove prohibited excisable goods from their displays than to lose their business completely. However, our people are not disheartened and are planning to sell excise taxes under the table "for their own people," because even though cigarettes and alcohol will no longer be allowed on display, they will still remain.

Despite this, rumors are circulating online that the Moscow City Council deputies may still amend their decision, or at least extend the transition period. It is also possible that the local authorities' decision restricting the sale of tobacco and alcohol products may be appealed by the prosecutor's office.
